Getting your Permanent Residency Permit with ParaguayProfis

Preparation in Your Home Country

  3. We handle the translation of all documents for you in Paraguay! Only for exotic languages (Finland, Hungary, etc.) must the translation be done in advance.
  4. If the documents are apostilled in your home country, we take care of the rest here in Paraguay.
  5. If there is a time pressure when applying for the permanent residence permit, for example, if you want to complete everything during a vacation, you can send scans of your documents in advance by email. We will do a final check for completeness and can already carry out many preliminary tasks in Paraguay for you. When you arrive in Paraguay, a lot of the work will already have been done.
  6. The application for the “Permanent” can be made no earlier than 90 days before the expiration of the “Temporary” permit. The exact expiration date of the Temporary permit is listed in red under the photo. The application must be made in person and on-site in Paraguay. The application can be submitted until the document expires and (with a fine) even up to 30 days after the expiration of the document.

Important UPDATE March 2026!

Starting March 2026, authorities will strictly enforce the rule requiring you to visit Paraguay at least once every 365 days during your 2-year temporary residency period (Temporaria). Anyone who fails to comply with this requirement will not be granted permanent residency (“Permanente”) and will instead receive another 2-year temporary residency (“Temporaria”)!

🗂️ Solvency Categories Under the New Regulation

The required proofs have been divided into specific fields of activity. Depending on your profile, you must now present the following documents:

1. Independent Workers / Freelancers & Digital Nomaden

In principle, ANYONE can choose this path. In the future, this will likely be the easiest way to prove your economic solvency.

  • Tax Number (RUC): Applying for a tax number (RUC) is the baseline requirement. What is new is that you must now additionally present IVA (VAT) statements from the last 3 months.
  • Strategic Timing: For this reason, you should set up your RUC in advance—for example, during your visit after one year—and start issuing invoices at least 4 months before your planned residency application. You do NOT need to prove that payment was actually received!
  • Power of Attorney: Alternatively, we can apply for the RUC on behalf of clients in their absence, PROVIDED WE HAVE A NOTARIZED POWER OF ATTORNEY!
  • Tax History: IVA tax returns (Value Added Tax) for the last 3 months must be submitted. The required turnover amount is still to be exactly defined, but it will be based on the minimum wage in Paraguay, which is around €400 per month.
  • Foreign Income: For purely foreign income (e.g., remote workers), official contracts or regular bank statements must be submitted. These must be apostilled and officially translated into Spanish. The authority has yet to announce the exact requirements.

2. Academics & Skilled Professionals

  • University Degree: A diploma issued in your country of origin and bearing an apostille is still valid as proof of solvency. HOWEVER, IT IS NO LONGER SUFFICIENT ON ITS OWN!
  • Employment Agreement: Additionally, a local employment contract or a letter of intent from a Paraguayan employer, including their RUC number, must be submitted. This contract must be drawn up before a notary public in Paraguay and must clearly state the exact earnings.

    In practice, this option becomes rather impractical!

3. Investors & Entrepreneurs

  • Company Formation / Shares: Proof of the constitution of a Paraguayan company (SA / EAS), including the deposit of the minimum capital.
  • SUACE Program: Those who do not want to wait two years can apply directly for permanent residency via the SUACE investor program. However, according to the 2026 guidelines, this requires a planned investment volume of $200,000 USD.

    This option also becomes rather useless, as one might as well choose the Investor Passport in this case.

4. Retirees & Pensioners

Proof of Pension: Official certificate from the pension provider confirming a permanent, monthly payout. This document also strictly requires an apostille.

This option remains unaffected by the new regulations and continues to be straightforward!

Applying for a Tax Number (RUC) in Paraguay

Once you receive your Paraguayan Cédula (ID card), you can apply for your RUC at the tax office.

We have optimized this process and can complete it for you in just a single day.

This speed is possible thanks to thorough preparation and our close partnership with a tax consulting firm in Asunción. The package for the RUC application plus 12 months of bookkeeping costs €398 per person. After these 12 months expire, the tax number can be set to dormant, meaning no further costs will apply.

Anyone looking to prove their tax residency in Paraguay will definitely want to apply for a RUC. Once the RUC is issued, you can apply for the tax residency certificate (“certificado de residencia fiscal”). We can assist you with this right after you receive your RUC—even without having to complete the legally prescribed 120-day physical stay in Paraguay!

Applying for the RUC without being physically present is also generally possible, but it requires a Power of Attorney and additional lead time.

National Police Clearance for Foreigners x 2

The next document is the police clearance from Paraguay one for nationals and one for foreigners. We handle both 100% for the clients as part of the preliminary work.

Interpol for Foreigners

Next, there’s the current Interpol certificate from Paraguay. We also take care of this 100% for the clients as part of the preliminary work.

Criminal Record from the Supreme Court of Paraguay

A confirmation from the Supreme Court of Paraguay that there are no ongoing legal proceedings. We also handle this 100% for the clients as part of the preliminary work.

Additional Documents You Might Need

Have you married, divorced, or become widowed in the past 2 years? If so, the respective document must also be apostilled. This will update your civil status on the “Permanent” and “Cedula” (ID card).

For additional documents, there is an extra charge of EUR 69 per document.

Passport

For the application, you will need a valid passport that is at least 6 months from expiration.

Cedula from Paraguay

For the application for permanent residence, possessing a “Cédula de Identidad” from Paraguay is mandatory. Without the Cedula, the application cannot be submitted.

Spanish (Castellano)

It is definitely recommended to learn the national language when emigrating.
However, since we handle all the steps with you, you can also get to your goal without speaking Spanish.

Power of Attorney to Allow Us to Collect and Process Documents for You at Migraciones

Since we are already all together at the notary, it is a good time to sign the power of attorney.
This will allow us to inquire about the status of your application at Migraciones and collect the completed documents on your behalf. These will then be securely stored by us until your return to Paraguay. If you wish, we can send the completed documents, along with your original documents (Migraciones returns these after granting the residence permit), directly to your home via DHL Express.

Application for the “Residencia PERMANENTE

Now that you have all the necessary documents, you can submit your application for the residence permit at the immigration office (“Migraciones”).

When applying, the documents will be thoroughly checked for completeness and the presence of all necessary stamps.
The entire trip through Asunción with us on the document submission day is included in the price!

You will now receive the “Mesa de entrada” (for the “Residencia permanente”). With these documents, the authorities confirm your application, and you can stay legally in the country.

Package “PLUS CEDULA” for Your Cedula de Identidad

If you want the 10-year valid Cedula (ID card) in addition to the residence permit (Residencia permanente) and don’t want to travel to Paraguay a second time for its renewal, you can save yourself that extra trip. With the “PLUS CEDULA” package, we will complete all the necessary steps for the Cedula on the day of application, and you will receive both the permanent residence permit and the 10-year valid Cédula de Identidad.

The “PLUS CEDULA” package in 2026 costs an extra 499 EUR per person and includes all costs for the Cedula application.

The processing time for the residence permit is about 90 – 95 days for all applications for the “Residencia permanente.” Upon explicit request from the client, this can be shortened to about 45 – 50 days through “motivational measures” at the authority. This will involve an additional cost of 299 EUR per person.

Prices and Payment Options

The application for your permanent residence permit is 1,198 EUR per person, according to Law N° 6984/2022, plus 69 Eur for each additional document (such as a marriage certificate).

This is payable in cash when you receive the “Mesa de entrada” on the day of submission. No advance payment is required.

The usual payment method is cash payment in euros (50er/100er bills), the local currency “Guaranies” or 100 US Dollars bills. For Guaranies or USD payments we will use the daily exchange rate as a reference.

As alternative payment options we also accept a bank wire transfer (EU wire transfer or wise/revolut from anywhere else) and we also accept payment via crypto (Bitcoin (BTC) or USDT/USDC). Alternative payment options such as bank wire transfer and crypto come with an extra 3% to cover the fees.
