By submitting this ‘Investor Certificate’ alongside your standard documentation to the immigration authorities, your application bypasses the temporary phase and qualifies you directly for ‘Residencia permanente’.
The 4 paths to the “Investor certificate”?
The Traditional Corporate Route (Company Formation)
- The Process: Requires establishing a local company and creating 5 formal jobs inside Paraguay.
- The Reality: Active since 2013, this route accounts for a mere 0.01% of all applications. It subjects investors to strict Ministry audits for a full 10 years, offering very little reward just to bypass the standard 2-year temporary residency phase.
The Tourism Sector Investment
- The Process: Requires a minimum investment of USD 150,000 into local tourism infrastructure.
- The Reality: Investors must submit a comprehensive business plan for approval, prove immediate availability of funds, and build the business exactly as proposed within 2 years. Government audits trigger 12 to 18 months after your permanent residency is issued. Any non-compliance results in the immediate revocation of your visa.
Option 3: Capital Markets & Securities (The Passive Route)
- The Investment: A minimum of USD 200,000 invested in Paraguayan securities through a licensed local stockbroker.
- The Timeline: Funds must be locked into instruments with a minimum maturity of 24 months.

- The Process: Once the contract is signed, you have a 180-day window to file your application with the Ministry. The certificate is issued within 5 business days, unlocking your direct path to permanent residency.
Although all figures mentioned above are in USD, they can also be paid in the equivalent amount in the local currency, Guaranies!

Step 1: Property Selection and Purchase Contract
- The real estate purchase contract (Contrato de Compraventa) must be executed locally in Paraguay before a licensed Paraguayan notary (Escribano Público) and officially certified by them.
Step 2: Down Payment Verification
- You must provide the Ministry with undeniable proof of a down payment of at least 30% of the total purchase price (amounting to a minimum of USD 60,000).
Step 3: Payment Processing
The procedure must strictly follow this order: first, the contract is signed, and second, the payment is made exclusively via bank transfer. Cash transactions or incomplete receipts will not be accepted by the Ministry.
When investing in tangible assets, apartments in Asunción are highly recommended, as they can be easily optimized for short-term rentals via platforms like Airbnb and Booking.com. The administrative process is fundamentally similar to the capital markets route, requiring strict verification of the source of funds.
Who qualifies for this investor certificate?
Individual Eligibility Only
- The Investor Certificate is strictly issued on an individual basis (per person).
- For married couples, both partners must satisfy the investment criteria independently if both wish to secure immediate permanent residency (Residencia permanente).
Regulations for Minors
Minor children must always follow the standard immigration route instead.
Children under the age of 18 are completely excluded from the Investor Certificate pathway and will follow the normal route with “residencia temporaria”.
